Why cant I buy stocks?

Im new to the stock market so I want to learn with penny stocks but there are stocks out there I want but cant buy through share builder. There are also some forieng stoch I would like to purchase so how do I go about doing this with out spending to much cash. shane

There is no reason to use Sharebuilder. Choicetrade has $5.00 trades and no minimum balance
