E Trade Canada is good IMO.

Interactive Brokers is allright. Probably the cheapest in Canada.

I trade using TD Waterhouse. They are a little more expensive, but they allow me access to all my money, and I can easily transfer money to any one of my accounts.

RBC Direct Investing has been good. Fees for active traders are minimal (9.95) and they have numerous scan features which are upgraded as well as free Level II for active traders and real time streaming quotes.
